StrategEast jointly with the World Bank published proceedings of the policy dialogue “Digital Resilience in Eurasia”.
The paper was prepared based on the panel discussion “Digital resilience: Sustaining digital transformation” at the StrategEast State and IT Eurasian Forum 2020 in Tbilisi. The document includes introductions by Sebastian Molineus, Regional Director for the South Caucasus at the World Bank, and Anatoly Motkin, President of StrategEast center; opening remarks by Oleg Petrov, Senior Digital Development Specialist at the World Bank; a keynote speech by Rafal Rohozinski, Principal of the SecDev Group; and extracts from the discussion of the panel speakers.
The proposed policy recommendations emphasize the importance of specific means:
- Investing in people. The reality is that digital resilience is ultimately dependent upon people who have digital skills and understand digital hygiene;
- Investing more in digital services and less in physical infrastructure;
- Investing in the education of society, enabling citizens to use electronic services, and increasing awareness of electronic services; and
- Building capabilities to deliver educational services through technologies and having high-quality education provided with these technologies.
